The United Nations envoy to Myanmar, Ibrahim Gambari, has left the country without achieving major progress in convincing the military government to implement democratic reforms.
Mr Gambari met Information Minister Kyaw Hsan on Monday for the second time during his 5-day mission.
Mynmar's state-run television reported the minister told him that the country's democratic process would enter a new stage after a constitutional referendum scheduled for May.
The envoy's visit was aimed at urging the military junta to promote dialogue with detained opposition leader Aung San Suu Kyi and to modify the constitutional draft to allow her candidacy.
Mr Gambari wanted to speak directly with junta chairman Senior General Than Shwe, but the government again rejected his request.
